Form 2A

Janice frowned. She had only been away for a brief period, a quick dash to the bathroom, but during that time it seemed that someone had cleared her study cubical. Normally that would only be a bit of an inconvenience (she would have to find the cleared books again) but today it might be disastrous. Today she had been working on a Form 2A.

Not that she meant to fill one out and sign it. No, if she wanted that then she would have filled out a Form 2A during the initial rush. Ever since that election had brought a new policy to the state and county levels, those forms had been everywhere. Janice had forced herself not to chuckle when the "holier than thou" types who supported the new party all filled them out, secure in the knowledge that they would never be used. Of course they had been. Once it was signed and passed in, it truly a rare thing a week to pass before for the form was acted on. There were just too many near meaningless rules to be considered and too many people who could report rule breakers.

And maybe too many forms. Form 1 was for high schools, Form 2 was for domestic situations, and Form 2A was for students at colleges and universities. Janice didn't think that any of the schools were actually using those first forms and as for the Form 2s, well that was generally between private individuals with everything happening behind closed doors. The Form 2As, those were different. Janice had heard about sororities who insisted that all their junior members sign them and certain professors who made a signed Form 2A a prerequisite for taking their courses.

Janice was sure that she would never sign a form, not for herself, but someone had left a huge stack of them next to the photocopier. Since she wasn't taking them from an official source it wasn't really a form, at least not in her mind, so she took a handful of them. Then she had almost doodled on a couple of them before filling one out. Just for laughs.

Of course she hadn't gone all out with it. Nothing about public corporal punishment or public nudity or anything like that. But only a coward wouldn't check off any of the bare bottom options and those cowards were mocked and laughed at, so Janice had checked off several of them. Not that those options would ever see the light of day. Janice knew that she would never turn it so she had checked off the things she had heard other people had checked off. In some cases she had seen the result of those options, but only with those the idiots who had selected public options. She had heard a few other incidences, but hearing and seeing were very different things. And of course she had seen the results, tearful faces for the most part but occasionally she spotted a red bottom in a changing area. That or girls wearing too short of shorts or too mini of miniskirt and showing off red cheeks or thighs. She had seen enough to know that the promised spankings were real and actually delivered. That it wasn't all just some prank by the newly elected government.

Janice tried to remember what she had filled out on that form. Hand, sure. Belt, probably. Paddle? Rule? Yardstick? She knew that she hadn't checked cane, or had she? Switch was definitely out of the question.

But the instrument and number of strokes didn't matter. What mattered was the top part was filled in. Her name, her college's name, her major, her age, everything that could identifier her. There was now a form filled out, a Form 2A, with her name on in.

One that she needed to track down.

Ellen smiled at the half-panicked expression on the student's face. She had seen Janice around the library, but the girl was just another in the endless sea of faces passing through the library.

"If that form was found it was probably filed before anyone noticed it wasn't signed." Ellen explained slowly. "There's no way to cancel it, but you can replace it."

"Replace it?" Janice asked.

"Yes, you file a new one and say that there was a mistake made with the old one." Ellen said. "But you have to have it with five minutes of the first one or it's too late."

"Too late?" Janice echoed.

"But if we hurry we should be able to make it." Ellen said, grabbing a pad of forms from the library's desk. "Let's see, nothing public, but if you don't put down at least one bare thing then it's a coward's form. Let's leave most of them at 'discretion' rather than spell out bare. Okay, now fill out the top and sign it. Hurry before it's too late."

Janice quickly filled in her information, then scanned the page. Hand, hairbrush, school paddle, and cane were all checked off.

"The paddle and the cane?" Janice said in disbelief.

"Probably not at the same time." Ellen told her. "Now hurry, because I'm sure that the other form was much more extreme."

Janice nodded and signed. Ellen snatched the form out her hand, took to the desk computer, and scanned it in.

"So, um, that's that?" Janice asked nervously.

"Not so fast." Ellen corrected. "Your carelessness has eaten up some of my working hours. I think we should go to a private study room and 'talk' about that."

Janice paled, but nodded. Her form was in. She was officially trapped in the system. Twenty minutes later Janice was trying to decide which was worse, the paddle on her bottom or the cane that walked its way up her thighs to reach her bottom. Either way, the combined effect was hell.

Ellen's smile never dimmed. The real policy was a clear one: unsigned formed were to be shredded. It was there in black and white in the student handbook, but so far none of the girls who had 'played around' with a form had known that. All of them had quickly signed a Form 2A at her urging and she had filed each and every one of those forms.
